Please see your telegram No. 109 of the 14th instant,
Peking, June 16, 1909.
The Peking representatives of the three European financial groups have proposed
an arrangement for American participation in the Szechuan line, which the American chargé d'affaires considers presents a basis for an acceptable settlement.
The terms of the proposed arrangement have been communicated to the Hong Kong and Shanghae Bank in London by Mr. Hillier in a telegram which will be shown to you.

SHANGHAE-NINGPO Railway.
Peking, June 16, 1909.
In regard to the action of the railway bureau in calling for tenders for German locomotives, which forms the subject of the enquiry made in your telegram No, 108 of yesterday's date, I had, on information supplied by Mr. Bland, made a protest to the The Wai-wu Pu have informed Chinese Government in a note dated the 13th ultimo.
me verbally that they have complied with my request for the issue of telegraphic instructions to the bureau for the withdrawal of the circular calling for the tenders in question, and on the 9th June I called for a detailed report on the subject from His Majesty's consul-general at Shanghae,
Affairs on the railway generally cannot be said to show any improvement. The Government have dispatched the chief engineer of the Kalgan line, a Chinese who has been trained under Mr. Kinder, to report specially on the conditions existing on the Shanghae-Ningpo Railway. Breaches of the railway agreement compel me to make constant representations to the Wai-wu Pu.
